Universal Pre-K (UPK) is a free pre-kindergarten program available at local preschools with qualified teachers.The program is designed to help children begin their education at an early age and get a solid start on the road to active learning.
- Participating children must turn 4 on or before December 1, 2022
- Applications for UPK during the 2022-2023 school year are being accepted through April 1, 2022
- Program dates will follow CCSD's school year calendar
- Transportation will not be provided

What are the qualifications needed for applying for entrance into the program?
As program spaces are limited, a lottery will be used to determine student placement in the program. Children considered for the lottery must have a complete application on file by April 1, 2022 with proof of age eligibility and residency within the Clarkstown Central School District. A child must be four years old by December 1, 2022 (born between December 2, 2017, and December 1, 2018) and live within the boundaries of the Clarkstown Central School District.

Can I enroll my child in UPK for the 2022-23 school year?
Children who reside in the Clarkstown Central School District will be offered an opportunity to enroll in UPK through a lottery selection process. Spaces are limited. The UPK early childhood program will be offered five (5) half days per week for 2½ hours each day.

When does UPK begin?
The program begins in September 2022 and runs for 180 days (as per the District calendar).

Is there a fee/tuition cost for parents?
Universal Pre-kindergarten (UPK) is a NYSED funded preschool program that is free for those who attend it. Transportation is not provided.

Will the program take place at CCSD schools with CCSD staff?
No, UPK students attend early childhood programs at selected pre-kindergarten locations. A tentative list of these locations, pending Board of Education approval, can be found here.

The Clarkstown Central School District will review original completed applications to verify eligibility.
As program spaces are limited, a lottery will be used to determine student placement in the program. Children considered for the lottery must have a complete application on file by April 1, 2022 with proof of age eligibility and residency within the Clarkstown Central School District. To view details on age and residency requirements, click here.Applications must be received by April 1, 2022 to secure a space in the lottery. Applications received after that time will be in a waiting pool unless surplus program space is available.Parents/Guardians will be notified of their child’s placement status by mail, with complete information on how to register. Notifications will be sent by the end of May, 2022. If your child is selected to attend the UPK program, you will be required to complete the full registration process with the Clarkstown Central School District. Children will be placed in pre-kindergarten locations according to parent choice, if possible.
