Universal Pre-K (UPK) is a free pre-kindergarten program available at local preschools with qualified teachers. Program space is limited and students are selected via a lottery system.
The program is designed to help children begin their education at an early age and get a solid start on the road to active learning.

- Participating children must turn 4 years old on or before December 1, 2023 (born between December 2, 2018 and December 1, 2019)
- Program dates will follow CCSD's school year calendar
- Tuition-free, full day (5 hours), curriculum-based program (pending NYS budget approval)
- Program is provided at local UPK sites
- Transportation will not be provided

The application window for the 2023-2024 Universal Pre-K lottery is now closed. The placement lottery took place on March 1 and all currently available seats have been filled. All new applications will be put on our waitlist and may be placed in UPK in the event that a space opens.

What are the qualifications needed for applying for entrance into the program?
As program spaces are limited, a lottery will be used to determine student placement. Children considered for the lottery must have a complete application on file by February 17, with proof of required age and residency within the Clarkstown Central School District included. A child must be four years old by December 1, 2023 (born between December 2, 2018, and December 1, 2019) and live within the boundaries of the Clarkstown Central School District.

How do I know if my application has been received and completed?
A: Once your application and supporting documentation has been reviewed, you will receive an email confirming your application is complete or advising additional information is needed. All required information must be submitted by February 17 at 4:00 p.m. to qualify for the lottery. Documentation should be submitted online to ccsdupk@ccsd.edu or dropped off at the Chestnut Grove Administrative Offices, 62 Old Middletown Road, New City, NY.

Can I enroll my child in UPK for the 2023-24 school year?
Children who reside in the Clarkstown Central School District will be offered an opportunity to enroll in UPK through a lottery selection process. Spaces are limited. The UPK early childhood program will be offered five (5) full days per week for 5 hours each day. (pending NYS budget approval)

When does UPK begin?
The program begins in September 2023 and runs for 180 days (as per the District calendar).

When will the selection lottery take place?
A: The lottery took place on March 1, as the district received more applications than our anticipated seat allotment. The random selection process followed NYS Administered Pre-Kindergarten Program Quality Assurance Protocols. All families who participated in the lottery were notified via email of the lottery outcome on March 2.

If I do not receive a placement will my application be kept on a waiting list?
A: Yes, if you do not receive a placement, you will automatically be placed on a waitlist in order of the lottery outcome. Applications received after February 17 will be put on the waitlist.

Is there a fee/tuition cost for CCSD residents?
Universal Pre-kindergarten (UPK) is a NYSED funded preschool program that is free once your child has been awarded a spot after the randomized selection process. Transportation is not provided.

What preschools will be offering UPK?

Can I choose the preschool my child will attend?
If your child is selected for a UPK seat, you will be able to provide your preference of 3 preschools during UPK registration, which will take place in March. Click here for a list of participating UPK site locations. Children will be placed according to parent's choice, if possible.

What if I need my child to stay at the provider for more than 5 hours per day?
The preschools participating in UPK offer wraparound childcare for an additional cost. Availability may be limited. Please contact the providers for more information on the hours available and associated costs. A full list of participating providers can be found by clicking here.

Will the program take place at CCSD schools with CCSD staff?
No, UPK students attend early childhood programs at selected pre-kindergarten locations. All selected sites meet NYS Education Department curriculum standards.

Will spaces be available for half day as well as full day placements?
All UPK placements for the 2023-24 school year will be full day (5 hours per day/180 days per year). Half day placements will not be available.

The Clarkstown Central School District will review the original completed applications to verify eligibility.
As program spaces are limited, a lottery will be used to determine student placement in the program. Children considered for the lottery must have a complete application on file by February 17, 2023 with proof of age eligibility and residency within the Clarkstown Central School District. To view details on age and residency requirements, click here.Applications must be received by February 17, 2023 at 4:00 p.m. to secure a space in the lottery. Applications received after that time will be in a waiting pool. Parents/Guardians will be notified of their child’s placement status with complete information on how to register as you will be required to complete the full registration process with the Clarkstown Central School District. Registration will take place in person during the month of March.
