
In 1924 the State Inspectors from Albany became concerned about the quality of milk. A meeting of forty- six of the seventy-eight dairymen in Rockland county was held. There were several instances cited by the local inspector. He found several places were operating under filthy conditions. This was especially true of the one and two cow dairies. A law in Rockland county was established that called for cleaner conditions or fines. They were all charged with the task of cleaning up and producing grade "C" milk. The initial interest came from news that institutions and children's homes in the county were using inferior grades of milk. Much of the milk was being brought from outside the county, but they all agreed a high grade of milk could be produce at home in the county.
